Every year, Cardozo conducts a summer program on comparative and transnational media law and policy at St. Edmunds Hall, University of Oxford. This two-week program is designed to introduce participants—primarily incoming law students—to the multitude of issues presented by the new telecommunications technologies. Internet, satellite, advanced multi-channel cable television all present extraordinary questions of law, policy, and cultural change. The courses deal with comparative regulatory responses, regulation of hate speech, industry and government efforts to manage the Internet, and developments under the European Union’s Television Without Frontiers Directive. The increasing globalization of the media and telecommunications industry has created enormous pressures on existing legal systems and will be a central feature of the course. Rapid changes in technology also present intriguing issues for scholarly and judicial debate, making this area particularly well suited to introducing students to ways of thinking about and analyzing case law, statutes, and law review articles.Areas of Study include comparative approaches to media ownership regulation, Internet jurisdictional issues, child protection and censorship, HDTV development, international standards, and privatization and deregulation of public broadcasting entities.In addition to Cardozo professors, past faculty include a distinguished group of media law professors and practitioners around the world, such as Jack Balkin, Yale Law School; Angela Campbell, Georgetown University Law Center; Bernd Holznagel, Münster University, Germany; Mark Stephens, leading media law specialist in England; and Stefaan Verhulst of University of Oxford.The program includes guest lectures and trips to London. Participants include students from Austria, Germany, Hungary, Hong Kong, Macedonia, Mexico, Romania, Russia, Serbia, Tajikistan, and Uzbekistan. Some students have secured summer jobs in London in conjunction with the summer program.
